BIPED STRAY DOGS




The person to whom I mostly go for my car repair always remains buoyant and cheerful, but the last time when I went to him, he seemed apathetic. I asked from him the reason when I saw a drop of tear secreting from his eye and he replied in a lethargic way that he had a seven year old daughter who was harassed by his neighbor when she went alone from her house. Then he said that he couldn’t do anything in that situation, he couldn’t shift to another area, because it is possible that there would be more people like that. Nor he could go to report to the police station because it could be a source of humiliation and our police is also bad in repute from which we can’t expect for something good. How his family will survive by secluding from the world and spending their remaining lives in the four walls of the house? Man is a social animal who can’t live without interacting with other human beings living in his society, but if there aren’t human beings, but hounds waiting to attack, then it becomes difficult to survive.

In the start of August 2016, government started stray dogs killing operation in Karachi, now it’s the need of time to start anti biped stray dogs operation in the whole country. There are many biped stray dogs wandering in our streets in the search of a female going alone, to make her their prey. They don’t have any sense of humanity, respect or norms, but only the lust to fornicate. In this scenario no one’s mother, sister, daughter or wife is safe.

Once these stray dogs were only limited to streets, but now they are also in offices, educational institutions and even in hospitals. Due to them, female employees, students and patients are not safe. As between April 09 and April 10, 2016 night at 2 AM a male Hindu nurse named Krishan Kumar of Pakistan Institute of Medical Sciences (PIMS) hospital raped a disabled girl – a resident of district Swabi – lying on the bed of surgical Intensive Care Unit (ICU). Krishan Kumar is a person against whom a female colleague nurse lodged an FIR in Margalla Police Station in 2014 that he raped her, but no strict action was taken against him and this time he raped that 22 years old disabled innocent girl. After this incident NGOs who always remain busy to talk about minority rights remained mum at this incident. This shows that hospitals which were considered as safe houses are now not safe due to these stray dogs.

There are different types of families in our society. Some people remain silent after such incident to save themselves from abasement, some go to report the case to the police, and the last category is of the people who lynch mercilessly to the girl and the boy or only girl in the name of honour killing. Numbers of people belonging to the first category are more as compared to the remaining two. Whichever the type of people they are, victims of this heinous act always become the innocent girls.

1,582 rape cases were reported in 2014 in Pakistan. Most of the rape cases remain un-reported; otherwise the real number is higher. There are different facets of rape in Pakistan. Sometimes class fellows of the girls or their internet friends coax them toward rape, sometimes working women are harassed by their colleagues, sometimes unknown men catch girls and sometimes local kangaroo courts give their verdict to rape a girl as it was happened in 2002 with Mukhtaran Mai. In every case rapist ruins the girl’s life.

A nation is not just like a group of people living in a country; a nation is like a family in which everyone respects another girl same like his mother or sister. Now the world has changed from the global village to global hut. News in a country spreads all around the world within a minute due to faster means of communication. A single rape case is not only a source of shame for just her family, but for the whole nation in all around the world.

There are several factors which promote this crime. First one is illiteracy due to which many people don’t understand the norms and ethics and commit that crime. The second factor is not marrying of people in proper age due to which they fulfill their sexual desires by wrongful means. According to Maslow’s hierarchy of needs sex is the primary need of a person as food and breathing. If a person is not married then there are chances that he will fornicate. The third factor is not properly conviction of rapists. As in Mukhtaran Mai case five out of six accused acquitted by the court and commuted the punishment for the sixth man to a life sentence. According to section 375 of the Pakistan Penal Code, rape punishment is death or a life imprisonment but it is rarely given.

If we don’t punish a crime, then it will increase day by day. There are many countries in which rape punishment is death and they also implement it commonly like in Saudi Arabia, China and Iran. Our lethargic legal system also leads to many problems. We call Afghanistan as in some decades past than us, but for gang rape with four women in August 2014, death sentences were given to seven men, then in October in the same year five of them were hanged who were found guilty.

It is necessary to punish the culprit, if we want to control the crime. If we don’t give death sentence while neglecting section 375 of the Pakistan Penal Code, that Amnesty International and other international organizations will stand against our action if we give death sentence, then we need minimum to castrate the culprit with imprisonment as his punishment to make him incapable to do this act again in future, but it is not just to let him go due to slow judicial process.

These are norms and ethics which make a person human being. If a person doesn’t have ethics and only seeks for pleasure then there is no difference between him and a dog, with the exception of the difference of two or four legs. In this situation, it is not safe to allow these biped dogs to wander in the streets freely. Proper action should be taken against them; otherwise they will achieve their motives to ruin our society.
