These observations may be right to some extent, but overall, it can't be. The observers are not infallible and majority of them suffer from preferrence of their own perceptions. They have been continuously failing in their mission, in majority of the cases, the people they prefer over others proves to be weak and not more competent than those who have failed to qualify their procrustean criteria. How could a person fail in Essay (due to bad grammar or incorrect diction) who could manage more than 70% of marks in English grammar (Precis and Composition). All they do is 'judicious management' of this constitutional body. The observers/examiners ignorance reigns supreme when it comes to CSS!
