Corrupt people are not professional. They will just make difficult paper, cramming based. While educated and professional set questions in a way that if a candidate who has gone through all the syllabus, will be able to attempt the paper. Paper will look very difficult but will be easy to attempt. Let me give you an instance; SPSC asks "Where is Kaho jo Daro"? PPSC or any other institution, based their professional faculty, will likely ask same question like The Kahu jo Daro is an ancient place, what needs to be done to protect such heritage? Now see the difference what I meant to! I think that is the difference what seems apparently.
