In my personal opinion - you should personally visit secretariat office, find someone insider to get your orders, otherwise you will face a lot of trouble in securing this seat in future.

One of the same case happened to one of my friend, he found someone within the secretariat office, and got some tagri safarish, and his orders were released within a couple of days!
