If it's the matter of age limit, the DPC/NOC is mandatory to attach with admission form otherwise it can be submitted at the time of interview.
Any inquiry, showcase notice or pending appeal can be dealt even after selection but before departmental release. (as per known practices in departments under GOP/PEEDA).
If issuing authority is kind, it's not a big deal to take a NOC.
(just sharing my knowledge and would recommend to double check with any senior or your legal department).
