See ! Every year there are a specific number of seats which have to be filled in various departments . FPSC is made to conduct the exam of CSS and those number of seats are filled . Usually that number of seats is between 220 to 250 . Getting 100 plus marks for a person who has qualified the written part of CSS isn't an uphill task . Government can't allocate all of the ones who qualify the written and also pass the interview . It's call competitive examination and those who remain on top they are allocated .
