Any one who knows any army/navy or airforce officer who joined civil services on open merit basis that is by getting NOC from their respective headquarters and taking all the exams like we do.I'm asking on behalf of my friend from army,he wants to apply on open merit basis he is posted in Waziristan.Kindly seniors and army officers reply please
