I'm assuming that you're actually an AC and are not lying.

First, no offense but your post is extremely biased and is more of a show off/brag than an actual answer to the question asked by the OP.

I was wondering how can one with that kind of attitude and perspective pass the CSS written exam.
Lucky for you that you didn't have to take the written exam

Second, let's just assume that everything you said about an AC's "powers" is true. You're missing one key thing here: consequences. It's not like you'd go around banning jalsas or as you say, "friends standing and chatting" without facing any consequences. You try something funny, you'll be handed an explanation letter quicker than you think.
The incident @dufersne cited above is just one example.
