It is not necessary.Depend on you,if you feel comfortable with notes rather than books, prepare it.
2ndly,mostly candidates preferred bullets.It will consume your time plus easy to revise.I would suggest a detailed study of the topic and then make bullets for your self.And in your case if you are feeling uncomfortable with bullets add headings,subheadings, paragraphs( not a lenghty one) definitions,quotations,any other extremely important data.
