1-Actually, we have to follow rules. Rules are important to get golden marks.
2-To count the word you need to follow same rule as MS-Word does. Precis must be 1/3. 1-2 words concession is allowed but depends on length of Paragraphs. For paragraphs having more than 200 words 5 words concession is allowed.
3- "Luck lies in bed and wishes the postman would bring him news of a legacy". Author is trying to say that Luck lies in dreams that someone tell him good news. It does not means Laziness.
