MOD has never disclosed paper strategy or pattern. As per previous trends, MCQs based paper is expected.
As far as negative marking is concerned, better to skip those questions about which your not sure about, in the first round. Based on your perfect score (Count the right answers you attempted, you will get a fair idea about your expected score.) Now in the second round, give the remaining questions a try because if you will skip all the questions you are not sure about, it will effect your score too much in decreasing manner. (Its just my suggestion, one may differ)
