HEC was unwilling to attest my degrees and give me a form to fill and get it signed from my university. I did so and HEC immediately attested my degrees.

I didn't get my degree attested by HEC. I just sent my degree and transcript attested by a government officer as mentioned in the instructions.
Was it necessary for the degrees to specifially have a HEC stamp?
