Your first worry should be preparing and clearing written with good score. Once you have cleared exam and are in position to choose, only then you should worry about these things.
Coming to you query, yes there would be nepotism in foreign postings but within few years of service you will also have made some contacts. Apart from that merit also plays it role. So don't worry; you will not be posted forever in Uganda
