Your subject selection is on point. Criminology will be better suited due to possible overlapping areas with Gender Studies and Sociology. However, the length of syllabus of USA History is considerably shorter than criminology (Also, it has been scoring and will be beneficial for current affairs and essay).

Criminology is at the risk of being targeted. So, I would suggest that you wait till the result of CSS 2020 exam. If either of the two subjects has been targeted for strict marking then opt that subject. Chances are it wont be targeted for CE 2021. That's my two cents on the matter
