However, this has not been realized in Pakistan. The education standards of Punjab and Balochistan are hardly comparable. To bring the standard of education in Balochistan/Sindh on par with Punjab will take decades. So you can't expect the people of Balochistan/Sindh to wait for that to happen. To keep all the provinces happy CSS has the quota system. Vacancies are left unfilled because only a few people qualify the exam from the un-privileged provinces. CSS special exam will likely be less competitive so more than enough people from the less-privileged areas will qualify the exam to fill all those vacant seats.
