My highest qualification is MS (completed). But I have not recieved degree yet (in 2-3 months). Should I mention this degree as highest qualification while filling application form?

Secondly., there is an option to click R if this is required qualification for CSS. But MS is not, but BS is required qualification. Where would R go with. BS or MS?
