The experience required for this post was just educational qualifications, or should I submit Annex-A form for every job that I have had in the past years?

Where applicable means if your job is related to field of Engineering (in your case), then you have to submit PEC.

Secondly if experience was not demanded in job ad, then its not compulsory for you to send them. But if you think the experience you have is good to show, then its your choice of sending or not.
