Default NOC rejected by department in the light of departmental notification

Dear, I am working in FBR on BS-16, I have applied for the post of Planning officer bs 17 against the advertisement that Cleary direct no documents required at this stage further stated That government employees can apply directly however their departmental permission certificate will be called at interview time.


As no exam has been conducted by Commission, but as per practice to avoid any problem at later stage I have applied for NOC .

My NOC has been rejected by FBR hq on grounds that officer must apply before closing date o. The basis of notification Issued by board that I have never seen or received before

I have resubmitted my case to board for review.

I need legal guidance if my NOC been rejected again, at later stage after qualifying written exam, can I do a legal fight for my right.

Please guide I will be very thankful.
