Brother,DC stands for Deputy Comissioner not District Commissioner.But,Now There are DCOs(District Coordination Officers) in Districts.

DDO(R) is Posted at Tehsil/Town Levels while DCOs is Posted in District and invested with same powers as DDO(R) in Tehsil.
