PCS officers form federation

LAHORE, Nov 8: The PCS officers all over the country formed a federation on Sunday to safeguard their interests.
According to a press release issued here by the Punjab PCS Officers Welfare Association on Sunday, the ‘Federation of All Pakistan PCS Officers Welfare Associations’ was formed in Islamabad at a meeting attended by officers from all over the country.
Kohat Commissioner Khalid Khan Umarzai was elected president of the new body. Other office-bearers included official’s name deputy secretary, schools education (Punjab), Manzoor Nasir, (secretary general), Small Industries Board (NWFP) Managing Director Dr Akhtar Hussain Shah (finance secretary), PMU Hyderabad (Sindh) Regional Director Tamiuddin Khero (joint secretary) and HSRP (Punjab) Deputy Director Muhammad Zaman Wattoo (information secretary).
The federation vice-presidents included Prosecution Department, Balochistan, Secretary Naseebullah Bazai, Peshawar DCO, NWFP, Sahibzada Muhammad Anees, Rural Development, Sindh, Secretary Abdul Malik Ghauri, and Director Industries, Punjab, Tariq Javed Malik.
The executive committee comprised Sarwar Javed, Dr Umar Babar, Nasim Lehri, (Balochistan), Parvez Ahmad Seehar, Dr Riaz Ahmad Siddiqui, (Sindh), Liaquat Ali Chatha, Rana Zahid Sharif (Punjab) Zafar Iqbal and Raja Muhammad Sa’ad (NWFP).
The meeting discussed problems being faced by the PCS officers in all the four provinces and observed with dismay that were being denied their legitimate rights. More than 3,000 officers of provincial services were given only 35% posts in grade 21, while only 800 officers of DMG, who were federal employees, were enjoying 65 per cent share in the provinces, the meeting was told. More than 3,000 officers of provincial services did not have the right to be promoted to grade 22.
Unanimously adopting a resolution, the meeting demanded the federal government should take cognisance of ‘injustices’ being done to the PCS officers and equitably regulate the postings of federal officers in the provinces.
The resolution urged the federal government to allocate seat quota for provincial services officers proportionate to their cadre strength. The number of seats in trainings in the National Management College and NIPA should be increased so that the vacant posts of quota could be filled by the PCS officers, it said.
Currently, these posts of PCS quota were under occupation of DMG officers in excess of their quota. The policies and rules ‘aimed at depriving the PCS officers of their legitimate rights’ should immediately be withdrawn, the resolution demanded.
