Bro, the file is working fine, I've checked it. Actually you need a software called Winrar to uncompress the downloaded file.

And when you do uncompress the file, you'll find the dictionary folder and a subfolder called 'setup', the actual installation file is inside that setup subfolder, it will be setup.exe

But make sure that you've successfully downloaded the whole file coz the file size is around 11.1 mb.
