Default Injustice to the PCS officers

LAHORE, Jan 22: Suffering for decades under the hegemony of the CSP cadre, the plight of PCS officers has at least been noticed at the Punjab Assembly as the law minister admits unfair treatment is being meted out to the provincial-cadre officers.

“There is no PCS officer working in Grade-21 or -22 in the province,” said Rana Sanaullah Khan, admitting it is injustice with the cadre that requires some tangible measures to offset its impact.

He was responding to a supplementary query when written questions about the Services and General Administration Department (S&GAD) were being answered in the House on Friday.

Claiming that promotions of the PCS cadre were not adversely affected because of the CSPs, the minister told the house that 468 PCS officers of Grade-17 and 49 of Grade-18 were serving under the S&GAD. He said 41 CSP officers were currently working against 72 posts of Grade-17 in the province.

PCS officers have been complaining of delayed promotions, postings at insignificant positions and sidelining in the new proposed district government setup. The chief secretary promised to redress their grievances when their association threatened to observe a week-long strike from Jan 3 to 10.

Responding to a question by PPP’s Syed Hasan Murtaza, the minister admitted that using his discretionary powers the chief minister had allotted houses to officers out of turn.

He also stated that the government had cancelled 270 ‘illegal’ allotments after perusing the out-of-turn allotments done by the PML-Q during is five-year stint in power. Mr Murtaza saw it an injustice to the government employees if the present government was repeating irregularities of the Q-League.

Critical of the officialdom, he demanded moulding the ‘stiff-necked’ bureaucrats. He wondered that the officers, who never bothered about merit while giving illegal favours to their own offspring, talked of merit when some due benefit was offered to the low-paid officials.

Rana Sana agreed to cancel all out-of-turn allotments if the house developed a consensus on it, but it did not placate the PPP legislator who again took the floor only to be reprimanded by Speaker Rana Muhammad Iqbal for over-reacting on the issue. Irritated, he left the house pledging never to turn up again.

However, his colleagues brought him back on the request of the chair which, interestingly, gave him a free hand to speak his mind.

Taking the advantage, he took to task the District Management Group (DMG), alleging they did not respect the elected representatives.
