HEC does not recognise ACCA as a degree same as it does not recognise CA (Pak).
Once you qualify part 2 of ACCA, you are eligible for getting BSc (Hons) in Applied Accounting from Oxford Brookes on the completion of a thesis (detils are given on ACCA website).
Once you get dgree from OBU, you will have to show your documents at HEC office (alongwith a copy of your thesis) with a payment of around Rs. 3,600.
You will get equivalence letter from HEC within 2 weeks recognising your BSc (Hons) degree equal to 3 years bachelor degree in Pakistan.
You are eligible to sit in CSS with it provided the rumour of increased educational requirement to 16 years proves false.

The requirement for ACCA is bachelors or 21 years. Though you can start it at 16 with O levels through CAT.
Even then you are eligible for BSc bcz it is granted on the bases that students' level of knowledge is at par with BSc after completing part 2 of ACCA.
