Yes..FSP is one of the top cadres but getting above 700 marks in written is certainly not a criteria...it depends upon a lot of other factors..including general merit, gender, province and preferences of other candidates etc...a frnd of mine got in to FSP in CE 2008 with 670 marks in the written portion...so go figure..
