In my view for the topic "Street-crimes in Pakistan",the outline shoud priority-wise be as under:

Causes of Street Crimes:

*Inefficient policing
*Lack of personnel/resources/training
*Absence of a focussed strategy
*Ill-planned UrbanizationUnchecked Cropping -up of Slums and ghettos around big metroplitans believed to be criminal hot-beds).
*Criminal Mafias/Gangs
*Unemployment
*Negative media impact(In the shape of violence portraying dramas,pictures etc)

Measures to curb :

*Efficient Policing.
*Advanced traning,allocation of resources and meritorius recruitment
*Evolving a focussed strategy
*Planned Urbanization/Ghetto-checking,elimination etc by operations if found criminal hot-beds
*Busting of Maias/gangs through over-all operations
*Emlpoyment opportunities(particularly to uneducatedslum-dwellers and low-income youth labour through media publicity in big public-sponsored projects)
*Anti-crime propaganda through State-run Media
