Well I am afraid but I don't buy the 'Personal vendetta' thingy..I think the panel is applying the suitability via interview.If they have found a candidate unsuitable for service,they have failed him in the interview altogether.Security clearance comes in at the time of allocations,not the final merit list.So,the interviewing panel might have found something appalling either in Vivas or the psuchological reports of those candidates..Thats my guess
