As per Rules, All occupational groups, APUG and even FUG are entitled for horizontal mobility. Mean example the officers of postal service BS-20 can be posted in any ministry as Join secretary as its horizontal movement. & then they easily induct in Secretariat Group. So as per rules, Secretary to the Government is purely an administrative post, and any occupational group officer can come as secretary.
Example. Late Mr. Mutwaqal Kazi, Relative of AGN Kazi, was from Economist Group, then he went in Secretariat Group, by horizontal movement. Remained Chief Secretary Sindh, Federal Secretary Defence as well. So its a routine matter in Islamabad. There doesn't matters secretary comes from which group. Just he should be in the good books thats all.
Another: Mr. Ghalibuddin, 3rd CTP, Audit and accounts, was inducted in SC, and posted as Federal Secretary in many divisions. Currently he is Member FPSC.
Even if an officer is from Postal Group, he will be promoted and adjusted in Secretariat Group and Posted as Federal Secretary.
So i am talking with respect to rules(i.e. What is), you are doing normative work (What should be). So i am not going at merits and demerits, just giving a factual situation that its happening all over Pakistan Sectt, and its a routine matter. An administrative post is filled by any officer, and its not necessary that information group officers head information ministry as they are technical people, not necessarily suitable for administrative seat.
