PCS officers in Punjab are very late in their promotions because of this very reason along with many others.

In Sindh different PCS batches i.e. 2003 & 2008 are already facing a lot of problems and charges of Corruption, the restoration of Magistracy will further increase the problems.
Punjab govt is now the only hurdle in the way of DMG getting back its pre-2002 powers..
