If an officer say of Information Group does not move over to the Secretariat Group, can this fellow be appointed a Deputy or Joint or an Additional Secretary in the Ministry of Information and Broadcasting or in that case any other Ministry (Federal/Provincial). Also please tell if s/he can become the Secretary of the Ministry of Information and Broadcasting still being in his/her parent group.

Yes, all occupational groups(those recruited under CSS & Economists & Planners group, which is other than CSS) are entitled for horizontal movement. You can consult estacode over it(send me email, i can give you in soft copy, alternatively you can search at google for ESTACODE. So without induction in SC they can be posted at any secretariat post. However, if they(FUG, i.e other than APUG) want to go in any of the provinces then it is also possible, but it wont be regular posting. It will be deputation.
