bro first of all i feel sorry for you
Without any prejudice, you should have gone to GPO to get postal orders to apply for job and should have postponed the matter to see the postal staff later. Anyhow, Post Office is a very huge setup with more than 13000 Post Offices throughout the country with a huge strength of staff and staff are surely human and human can err. But this gesture, if actually shown by them, is very sad and surely earns bad name for post office especially affects the repudiation of honest, loyal and responsible sincere workers who still carry the letters / money orders of the people to far off villages /towns at the lowest rates where no Private Smart Couriers have any setup to deliver.
If you are really looking to lodge an application, its your legal right and also because you suffered alot, to pacify your grievances you can address the DSPO (under whose administrative jurisdiction the moon market post office falls, with Copy to PMG office lahore. They will conduc a full inquiry and culprits if any will be punished accordingly as per Government Servants (E & D) Rules, 1973 and you will be compensated if any payment involved.

But Before you go ahead, beware, you will have to participate face to face for cross questioning to prove you are true, its a legal formality. In your case, no payment/fraud of money is involved as you did not pay anything to them, every thing is verbal, no receipts, no prove, and in fact no FRAUD ACTUALLY OCCURRED. The only thing they will be TAKEN WITH IRON HANDS is the mental agony and difficulty in ascertaining Postal Order. They will be warned and may be kept under surveillance in future.
So go ahead, i am sure you will find the justice as complainant in post office is always privileged, however, its duty of customer as citizen to present the true facts before higher authorities enabling them to rectify such issues in future.
