Undoubtedly , the august office of AGP must be held by a person of high morality.And to this extent , the Govt should be blamed. With already a blatantly bad record on governance front , the current regime cares little for its reputation.
However instead of blindly believing on just media reports , certain issues viz Mr Rana points to a grim reality :Grass lacunae and loopholes in our system and culture of mud-slinging and point scoring.
First , promotion from Grade 20-22 are first recomended by a high powered selection board chaired by Chairman FPSC and other members includes senior officers such as Secretary Establishment(Much acclaimed Mr Sohail Ahmad) .How come that a person of such repute and record was raised to such Position? Why no finger was raised by any quarter at the time of his promotion?
Second , Grade 22 is the highest grade in bureaucratic hierarchy and an officer in this grade will surly hold some critical/important position in administrative Set-up.
Thirdly mere existence of allegations , especially in our culture where mud-slinging is norm rather than exception, is not valid justification to debar someone from holding a public office. Every one is innocent unless proved otherwise. Allegations were leveled against even our CJ that were never subjected to inquiry and he was never proceeded against.Some one has said that the former AGP had a clean record.To correct and set the record straight i am sharing hereunder a news item where the former AGP was alleged of serious charges.
Auditor general gets taste of his own medicine
In no case i am defending the Govt, what i want to say that at this point of time , every one including Opposition , Media etc is engaged in point scoring.As per law, appointment of Mr Balund is regular. If they are serious in this issue and posses valid proof against him , then a reference may e filed against him.Those who overlooked his bad-record and recommended him for promotion should be charged of criminal negligence and held responsible for this.
If it is something win-lose game where every one at Govt Side is Villain then nothing is going to be better.What we need to change is system and mind set.
