I think PMS and CSP work is alike. Only difference is that CSPs can be posted anywhere in Pakistan, while PMS is a Punjab Service only. PMS officers work mainly in Punjab Revenue Department and Provincial Secretariat.They can be posted as DDOs or Section Officers.It is true that DMGs get a lion share of all key posts as it has much great quota in different posts.In all posts from DDOs to DCOs and From Section Officers to a Provincial Secretary , there is quota for CSPS and PMS (In Sindh only ,there was a quota of 65 % and 35 % for CSPs and PCS respectively.As an example (in pre-devolution times, DMGs used to be posted as Assistant Commissioners and PCS (provincial service)as an Ilaqa Magistrate ,while both were Grade 17 officers.Similarly, CSPs get promoted to BS 18 after five years only while PCS/pms take about 15-17 years for it. (I had download various information about CSPs and PMS from previous Newspapers, and i shall post it if i am able to find it on my hard disk.
