We cannot force anyone, and we will not.

As for 'will they agree to it?', I think yes. Most of the CSPs who have had good time here, will want to payback, speaking morally.

Hate to say this, but most of them will not WANT to pay back. They come, they get and they leave.

(Some even would wish moderatorship!) Ask them. Theory says it, they should be obliged. For it is a noble cause, and they are noble people.

Hold on. Keep this moderatorship thing aside. It is not for them. Its a full time responsibility.

Well you will do it, if not overburdened already. Even if you have entrenched commitments you will find sometime if the members asked you something from the past papers. For example, if I asked you to check my sentences I made of idioms, you can tell me to go back and make another. You know what I will learn? Much!

In case I do so. But I am not available for any such stuff. I cannot bind myself. You people have no idea how tough it is for me to manage my routine and do all my work in 24 hours. I sleep only for 4-5 hours. Besides, I dont want to serve this forum for monetary purposes. It will devoid me of self satisfaction. I am a free soul and I serve the way I like.

There is a little misunderstanding in the scope. This is the 'run' phase you are suggesting. This project will not bloom at once. There will be a constant and active design process along the way. Besides my plan vary, I'll explain.

Even if we adopt a "crawl" strategy, let me assure you, we are not going to spend even a penny.
Frankly speaking, I am not going to stay here for a lifetime. I will leave one day, and so shall other mods. Admins are least interested in any such business. So who is going to take care of all this?
