He exclaimed with sorrow and said to me that I had missed a very important meeting.[must be an '!' in the sentence] I AM NOT SURE ABOUT THIS ONE BTW

(9) "How wonderful! Why didn't you suggest this plan earlier".
He exclaimed with joy why I had not informed him about that plan earlier.

He exclaimed with joy and asked me why I had not suggested that plan earlier.

(10) He said, "Let's wait till the road gets cleared".
He suggested us to wait until the roads got cleared.

He suggested us to wait till the road got cleared.[I think till doesn't change but if it does then your's was correct ]
Look I might be wrong as well, so please DO NOT hesitate to argue about any sentence which you believe I have not corrected correctly

Same goes for this one. I am not sure about 5th and 7th esp. the 5th one
