Dear i have gone through your quarry and concluded that you have not enough knowledge about the Services of Pakistan as well as Punjab Province. Please don't mind my wording because there are some posts of direct recruitment in departments made by the concerned departments directly and obviously they made the part of concerned department and having same benefits and privileges like wise CSP/PMS or Ex- PCS etc. So please enhance your knowledge and read the book Civil Services Rules Punjab/Pakistan etc. and then i think you might be clear about your quarry, please.
