Utopia actually means an ideal and perfect society or place to live. In the novel "Gullivers Travels", Jonathan Swift has criticized the way of living of human beings. He visited many places, witnessed people of many sizes, shapes and colours but found no one as a perfect human being to be praised, nor did he find any place suitable for ideal and peaceful living except the land of houyhnhnms(horses). The word "lie" didn't exist in their language. Means they had no concept of telling lies to each other. Thus, Swift has criticized all human beings in general by praising the society of houyhnhnms. Despite being animals they were far more better than the so called sophisticated and intelligent human beings. houyhnhnms were actually wise and intelligent in comparison with the human beings. Swift portrayed the society of houhnhnms as an ideal and perfect society to live. The society of human beings is beastly and imperfect, And they should adopt the good qualities like houyhnhnms in them. the society of houyhnhnms can be successfully described as the element of UTOPIA in Gullivers' Travels.
