Yes, residing in Gujrat, having Punjab domicile, he can apply against AJK quota in CSS as competing AJKians is better than Punjabians
. When such a person - refugee - apply against AJK quota, he would simply be considered a Kashmiri, hence would be allocated against AJK seats.
I dont know about any special domicile for Kashmir refugees in Punjab but what I do know is they can apply for Punjab PMS, what else one wants.
