Thanks for suggestion.I shall follow.I assigned one para for past policies as it is a critical appraisal & downfall of education sector is not a recent phenomenon,in fact dated back to early post independence days' policies.Thus i thought it would be pertinent to mention that stuff.

Thanks for giving your time...but where i focused on history dear?Constitution of a state is not history.i mentioned the relevant clauses,most important clause was added via 18th amendment(2010).So...a bit confused
could you specifically pinpoint that ill-focus,dear??
