Thank you dear ))) yes It is good but you need to do more in the sense that it is not relevant to the above topic. If you are in favor of this topic then your outline should look like this:

Democracy is a culture?
Now give what culture, democracy tends to promote like:

-freedom
- Equality
- justice
- Rule of Law
- tolerance
- Liberalism
- dignity
- Prosperity
- Constitutionalism
- Liberalism
- economic freedom
- social and political liberty and security
- fundamental rights
- Mutual co existence

And many more good things which for instance make an ideal society.

Now what is democratic Process?

Like:
-elections process or
- electoral process
- political parties
- Elections campaigns etc
- Nominations: Tom And Dick
- state institutions like Judiciary, Parliament, executive
- Government and Cabinet of ministers etc


Now you see democratic process is a means to achieve the above democratic values both appear to be inter dependent but the former is often neglected due to more focus on form rather then substance. Democratic process is promoted but democratic culture is not. Make it a discussion by giving examples of suppression of people by democratic governments.

now write what happens when democratic culture is neglected. give certain quotes

According to John Stuart Mill, threat to democracy is not from government but from a majority that is intolerant of diversity and uses its numbers to repress the minority. Therefore behind every liberal government there should be a liberal society. or it is not necessary that a popular government should also be a liberal government.

- collapse of society
- poverty
- all the bad things happen
