If we just hold the men responsible, that won't be just and fair. Nature has made the two sexes attractive to each other. When the girls will wear mini skirts and things like that, if not all, some will definitely get invitation. That's why Islam has so emphasized on the women to properly cover themselves, shariah doesn't allow women to talk to someone in sweet voice even what to say of showing your body to other men. These girls arouse the sexual instincts of men and what follows is such heinous acts.

come on dude nothing can justify the heinous act of raping. if a girl is wearing a skirt does it mean that anyone has the right to rape her, humiliate her, kill her?
