"Please ask your DEO to first signed the copy of need based vacancy avail with RSU. Would appreciate if he visit us by tomorrow as the recruitment process is round the corner."

That is the most stupidest reply any official has ever made
He is asking you to direct his subordinates in the official matters.
Compliance of the District EDOs to the RSU instructional manuals is subject matter of his management; they are thus bound to accept the orders of his office.
He should have issued the official letter to the EDOs ordering them to submit a signed copy of need based vacancies with immediate effect.
If they failed to submit he would have sent them strict memos.
But the way he replies (if it is his genuine response) is definitely worth a laughter.
