Question Inconsistency of passing ratios in CSS

2004:

Candidates appeared 3455
Candidates passed 327
Percentage 9.46%

2005:

Candidates Appeared: 3678
Candidates Passed in Written: 276
Pass Percentage: 7.5%

2006:

Candidates Appeared: 4125
Candidates Passed in Written: 275
Pass Percentage: 6.66%

2007:

Candidates Appeared = 3505
Candidates Passed in Written Part = 194
Pass Percentage = 5.5 %

2008:

CANDIDATES APPEARED : 4247
CANDIDATES PASSED : 689
PASS PERCENTAGE : 16.22 %

2009:

CANDIDATES APPEARED : 5707
CANDIDATES PASSED :900
PASS PERCENTAGE :15.77 %

2010:

Candidates Appeared :7759
Candidates Passed :638
Pass Percentage :8.22 %

2011:

Candidates Appeared 9063
Candidates Passed 882
Pass Percentage 9.7%

2012:

Candidates Appeared : 10066
Candidates Passed : 800
Pass Percentage : 7.95%

2013:

Candidates Appeared: 11406
Candidates Passed: 238
Pass Percentage: 2.09%

How can FPSC justify such an inconsistency in the passing ratios? Did students get a lot smarter in 2008-09 and were the candidates in 2013 the worst of this decade ?
