there are many determinats of foreign policy. Some internal factors and some external factors influence the foreign policy.
Internal factors include, size of state's territory, geography, culture and history, economic development, technology advancement, national capacity, social structure, public mood, political organization, leadership and media etc.
External factors include, power structure in the world, international organizations, reaction of other states, alliances, world public opinion etc.
