Yeahps, I've read that press release by NCGR. And thoroughly read all articles, presentations, missions and aims of NCGR & Ishrat Hussain.

By going all through this, it seems as if after abolishment of these 4 service cadres from the charts of induction via CSS. The CBR, FBR may be made as autonomous body as was the case with Export Promotion Bureue in the past....!!! So, ITG and C&E may also vanish from the cadres inducted via CSS.

So the only left will be the PSP, DMG, FSP and Audit & A/c in around a decade if this trend of reforms continued. And it'll be of no surprise that after that only the top 3 will remain via CSS but there will be specialized papers for each of the group after passing the compulsory.

As you may clearly see on the NCGR website that one of its main goal is to:-

"iv Replacement of the concept of Superior Services by equality among all cadres and non-cadres of public servants. "

Hence in other words the halt to CSP's n Civil Service as a strong institution.......... And a couple of weeks back I saw an article by a retired CSP that these reforms in the long run will pave the way of induction in civil service of the political favourites rather than the gems and great minds coming via CSS !


However, I believe all this is not going to take effect in the coming two years or at least for 37th Commoner program !

It is said that the senior bureaucracy personel are the one's who make the decision & policy making but the current trend since 1999 shows that as if It seems that the senior CSPs are either not interested in the wellfare of the new aspirants coming into this institution or they are powerless and can do nothing but just are mere spectators of all that is going to happen and that what is happening with Civil Service as an Institution and its future.
