Dear Fellow, Am gonna respond to your first point: This condition applies where a candidate has already availed three chances of interview by appearing in the interview but failed to secure the slot (Bearing the same scale and requiring the same qualifications) , for which he's been interviewed . For instance, a candidate after shortlisting to be interviewed for the post of ASJ but failed to secure the slot, again he's shortlisted for the post of Zilladar but couldn't secure the slot, again he's shortlisted for the post of Office Assistant he appeared in the interview but failed to secure the slot. So, now these posts bears same scale (BS-14) and requires same educational qualifications (Graduation) so, this candidate is not eligible for those posts which requires Graduation and are in BS 14 though he's eligible for all other posts from BS 9 to 20 (subject to the fulfillment of their requirements) and that's it.
