The simplest way to get your degrees/transcripts attested is to visit www.hec.gov.pk, read instructions about the subject, fill the application form (just for experience because the hec will not accept it but still you can fill it online on your PC) the fee rate will appear on the challan form as per rules. I did the same thing while verifying my docs from the hec. The lab timing is 080 am to 110 am. Follow these guidelines and you'd get your work done in time and in convennience. P.S: Sorry, I don't know about IBCC and FO attestation because I have never been through this. Good luck!
