I have been through the CE-15 Syllabus in detail and haven't found the phrase "The Question Papers in Urdu or other Pakistani regional languages..." anywhere at all. It's easier to find phrases in PDF by putting CTRL+F to good use.

Yes, what I did find out is as follows:

"Candidates opting languages will be asked to answer some
questions in the language concerned and will be expected to have
knowledge of the Principal Authors, both Classical and
Contemporary and to be able to compose in the language and
translate from it into English and vice versa."


I have also attached an image grab of the updated CE-15 Syllabus so that there remains no ambiguity of any sort!
