The reason for it is that most of the candidates from other cities travel to Lahore and Islamabad to get into the academy and prepare from there.. Those candidates, then prefer to stay in these cities and also give their exams from it.

Sorry .... ? Not comfortable at all? Centre doesn't matter.. Its common sense that the higher the number of students in any center, there is high probability that the passing numbers of students would be high! It doesnt mean that examiners pass or give extra marks to the candidates of these centers!
