In order to develop the basic understanding about International Law, I would suggest the book titled, "Public International Law", of LLB (Part-2, Punjab University) by N-Series. This book is the core text book of Punjab University International Law course. It gives you a good basic working knowledge about the International Law.

The reason I am suggesting you to read this book first is because most of the books written by other authors are their commentaries. Their commentaries are written in pursuance of the knowledge they already have in mind. Therefore, in order to understand their commentaries you have to have the same working knowledge in your mind too. That working knowledge is provided by a book such as the one I mentioned above. This book will give you an idea about what other authors are talking about.
