4 this issue must be addressed at foreign secretary level talks between pak and india where both country should also agree for peaceful solution of J&K according to resolution of UN
5 beside UN Peace keeping troops must be deployed to bring neutrality on both sides of border
2 SOCIAL CONSTRAINTS
1if negotiations held properly then issues like
Lack of People to people contact constrainted opinions
Lack of Cultural exchange promoted intolerance
Lack of Appreciation and encouragment of individuals who are working for progress of peace constrainted talent
